A former IBM executive says she wants a seat on the Albemarle County Board of Supervisors.

Tuesday morning, Cynthia Neff announced her candidacy for the Rivanna District Seat. Neff says a review of the comprehensive plan is one of her primary goals. The Democrat also wants to build a stronger partnership between the county, Charlottesville and the University of Virginia. Neff also questions last week's vote on the controversial western bypass.

"I was appalled that we were making decisions at the middle of the night. Changing major things like transportation strategies that don't meet our current needs based on a late minute phone call with bad information," said Neff.

She is challenging incumbent Ken Boyd for the Rivanna District Seat.

Election Day is November 8.
