Council Approves Funding for Business Improvement Study

Downtown Charlottesville property owners are looking at ways to band together to promote the downtown mall as a destination.

Monday night, Charlottesville City Councilors voted in favor of a $55,000 loan to pay for a consultant to review how a business improvement district could benefit the downtown mall. A district could create an umbrella organization to manage everything from marketing to maintenance.

Property owners would have to buy into the district to fund the programs to make the mall more competitive with other shopping centers.

“It takes resources to do that. It takes staff, which we do not have. It takes dollars to market which you have to do to share, and we don't have that. It takes resources to provide additional amenities,” said Bob Stroh of the Downtown Business Association.

The proposal to study a business improvement district is getting support from nine of the biggest downtown property owners. The association says those nine represent more than $90 million worth of downtown mall real estate.

A consultant could begin work by October.
