The group argues that the inability to file joint state returns causes unnecessary confusion and complications.
The news conference comes as Virginia re-examines its stance on gay rights.
Democratic Attorney General Mark Herring is currently backing two same-sex couples who filed a lawsuit challenging state laws and a constitutional provision barring gay marriage.
