Virginia lawmakers approved a bill to put millions of dollars into an offshore energy emergency fund.
The bill is backed by Senator Bryce Reeves, and would divert $50 million in energy royalties to help Virginia respond to an offshore oil or natural gas disaster.
Democrats say the measure is premature because Virginia has not received federal approval to begin offshore energy exploration.
The bill now goes to the governor's desk.
