On Friday, November 15, 2013, at about 7:53 PM, Deputy Joshua Haught conducted a traffic stop on James Madison Highway at Dirt Road, Culpeper, after observing a vehicle with an equipment violation. After speaking to the driver, Haught returned to his patrol car but was struck before he could enter it.
As a vehicle approached Haught in the closest lane, he signaled with his flashlight at the front of the oncoming vehicle, yelled for the driver to stop, backed up, and even tried to turn and slide over the hood of his patrol car. The driver struck his left leg and the mirror of his vehicle without stopping.
Haught pursued the vehicle, a black 1999 Oldsmobile sedan, for about a mile and stopped it on Madison Road. The driver, Dawn Offer, 32, of Orange, was charged with failure to move over for law enforcement and released on a summons, and the passenger, William Washington, 33, of Woodbridge, was found to be wanted in Spotsylvania for non-payment of child support, arrested, and released on a $3000 unsecured bond.
