Charlottesville's Rutherford Institute is urging City Council to investigate a woman's wild encounter with some Alcoholic Beverage Control agents.
In April, a University of Virginia student was buying sparkling water, but agents suspected she was buying alcohol underage, and approached with guns drawn.
Rutherford Institute President John W. Whitehead calls it part of "the hyper-militarization of police."
