Buckingham Man Arrested in Crozet Fatal Hit-and-Run

An arrest has been made for the driver of one vehicle involved in a fatal hit and run on Friday, March 29th, 2013.
Joseph Wade Payne, 20 years old from Buckingham, turned himself in to police at 2:30 pm this afternoon. He has been charged with felony hit and run. Payne turned himself in at the Albemarle Charlottesville Regional Jail where he was held without bond. His bond hearing is scheduled for 9:30 am on Tuesday, April 16th, 2013.
The fatal crash occurred at 7:48 pm on Rockfish Gap Turnpike at Brownsville Road. Carroll Donald Herring, 71 years old of Crozet , was struck by two vehicles and killed while crossing the road. Both suspect vehicles fled the scene. An ACPD officer spotted Payne's vehicle a short distance from the crash and escorted him back to the scene of the crash. The driver of the second vehicle involved has not been located. Officers with the Crash Reconstruction Team continue to search for a dark colored Saab model 9-5 with moderate front end damage that could have been involved.
