The Waynesboro Police Department has charged a Nelson County man with felony construction fraud after he defrauded a 78 year old Waynesboro woman out of $250 for some tree trimming work he never completed. On July 11, 2012, the victim reported to police that she paid Ray McArthur Frazier, who was operating under the business name S & R Tree Service and Landscaping, to do the work at her Davis Rd address. Frazier did not show up to do the work when agreed and has since not paid restitution to the victim.
Frazier was arrested on September 21, 2012 in the 500 block of N Delphine Ave where he was living in his work van. He is being held on a $500 bond at Middle River Regional Jail. Frazier's accomplice in the case, Matthew Travis Burns, 23 years old of Waynesboro, is still wanted and believed to have fled to Kentucky to avoid arrest.
