One item not included in the House of Delegates budget amendments Sunday night is a change in how the state disperses sales tax revenue.
Delegate Rob Bell had introduced a bill that would have changed the Local Composite Index Formula. Albemarle County wants to reduce the amount of tax revenue it pays to the city of Charlottesville. Thirty years ago the city and county entered into a revenue sharing agreement in exchange for the city not annexing much of the Route 29 corridor.
Delegate David Toscano explained, "people down here really didn't want to change the Local Composite Index for one county, and not change it for all the other counties in the commonwealth and they also really didn't want to get involved in what is essentially a local dispute."
With a population of just 45,000, the city says it relies on that revenue sharing money to stay afloat.
