RICHMOND, Va. (AP) - A federal appeals court in Richmond has affirmed that tax subsidies for low- and middle-income people who buy insurance under the Obama administration's health care reform law are proper. The court backed an Internal Revenue Service regulation that makes the subsidies available regardless of whether policies are purchased through state exchanges or one established by the federal government.

BECKLEY, W.Va. (AP) - Authorities say a West Virginia inmate who has been a fugitive since his escape last May has been captured in Roanoke. Officials say 40-year-old Chad Edward Cook was caught on Sunday when police stopped him for riding a bicycle without tail light reflectors on a sidewalk.

HENRICO, Va. (AP) - Henrico County police say a fox that bit a girl on the ankle has tested positive for rabies and she has sought medical treatment. Authorities say an adult family member shot the fox on Sunday after he saw it bite the girl.

RICHMOND, Va. (AP) - Firefighters from the Department of Forestry are joining others from across the country in fighting raging wildfires in Oregon. More than 20 agency employees are heading to Oregon to work as part of a wildfire hand crew and as incident managers. The crew is expected to be deployed for 16 days.
